OK, to answer my own question... ;-)
When they are used as the type of the object of a statement, yes, the
class is the encoding scheme.
So all the DCMI Type Vocabulary "terms" - in fact all classes - are also
potential encoding schemes. It is their use in a metadata description
that makes them an encoding scheme.
