Panel: Cross-regional dialogues on refugee integration
Organisers: Dr Marcia Vera-Espinoza (University of Sheffield); Professor Jenny Phillimore (University of Birmingham).
Integration is a contested term, despite being widely debated across policy, practice and academia. The prevailing understanding of refugee integration makes reference to a two-way process involving adaptation and change for refugees and host societies (UNHCR 2011; Ager & Strang 2008: Da Lomba 2010). While Favell (1998) discusses integration as an umbrella term encompassing a range of dimensions and processes in relation to settlement, an interdisciplinary body of literature on refugees and migrants integration, mostly developed in the so-called global north, has examined several factors affecting integration processes and experiences. Some of these domains include institutional environment, access to rights and citizenship, sense of belonging, family reunion, language, cultures, legal status, social networks, interactions between people and place, etc (Castles et al 2002; Atfield et al 2007; Phillimore 2012; Platts-Fowler & Robinson 2015). The majority of these factors have been identified in the context of receiving countries in the global north despite the fact that the majority of displacement and resettlement takes place in the south. We know little about how refugee integration is understood and conceptualised in regions of origin, where more than 80% of refugees stay (UNHCR 2015). This panel seeks to facilitate an interchange of ideas through the bringing together of different regional perspectives on refugee integration. We particularly encourage submissions based upon research produced and focused in regions of the so-called global south or perspectives upon what the absence of such knowledge means for our understandings of refugee integration across the globe.
Papers may want to address one or more of the following questions:
1. How is refugee integration experienced, conceptualised and understood in southern regions?
2. What differences and similarities are there in understandings/processes/experiences of refugee integration in other subregions/regions?
3. What factors inform the processes, governance and experiences of refugee integration in different regions?
4. What can cross-regional perspectives on refugee integration bring to the understanding and practice of refugee protection?
5. How can theorisations of refugee integration produced in specific regions may be applied to contexts elsewhere?
6. How can cross-regional perspectives on refugee integration inform the Global Compact on Refugees?
7. How do cross-regional perspectives on refugee integration contribute to the re-definition of durable solutions?
While we are particularly interested in theoretical and empirical contributions from Southern Regions and subregions, we invite proposals for any paper that discusses the theme of refugee integration.
