I suggest that the most effective way of dealing with ethical considerations in rapid response research is to do a basic ethical review regarding proposed disaster research before the event happens. The Natural Hazards Center at the University of Colorado does this with its ‘Quick Response’ studies. Researchers in the hazards field submit applications for possible studies of hazard events before they occur. The applications are reviewed by the Hazards Center staff, and comments are returned to the researchers.
