There seems to me to be a fundamental distinction between an identifier which allows you to distinguish between "equal" instances and a locator which allows you to access it. Making reference to a namespace adds indirection (and hence stability) but does not remove the problem, I think. It just replaces the locator by a pointer to the namespace in which resolution is achieved.
