There seems to me to be a fundamental distinction between an 
identifier which allows you to distinguish between "equal" instances 
and a locator which allows you to access it. Making reference to a 
namespace adds indirection (and hence stability) but does not remove 
the problem, I think. It just replaces the locator by a pointer to 
the namespace in which resolution is achieved. We can resolve the 
issue implicitly by making assumptions about co-location (equal 
instances are not equivalent as they are in different locations) but 
I doubt if that is very satisfactory.
