MANAGER, RESEARCH AND EVALUATION
NEW POSITION ANNOUNCEMENT
(to start July 1, 1999)

Announcement #99:03

Description: The Manager of Research and Evaluation is responsible for
VSA's program evaluation system, for providing the affiliate network with
the appropriate supports to participate effectively in the evaluation
process, and for managing the activities of the Research Advisory Committee.
The Manager of Research and Evaluation reports to the Vice President of
Programs.

Responsibilities, include, but are not limited to:

€ Develops and maintains a central file of research and data relevant to VSA
programming initiatives, for use by VSA staff and affiliates
€ Manages VSA's Research Advisory Committee; develops agenda, schedules and
facilitates meetings, maintains correspondence and meeting records
€ Develops evaluation tools for all national programs and initiatives;
assists staff and affiliates in implementation of evaluation models
€ Provides technical assistance to affiliates in developing evaluation
systems relevant to their needs, and that interface well with the national
evaluation plan
€ Manages the development of content for VSA's Research Symposium and other
relevant research-related meetings and initiatives
€ Provides technical assistance to affiliates interested in establishing
research projects
€ Provides support to staff responsible for affiliate data collection,
through the affiliation application, final report, or survey instruments
€ Supervises the coordinator of research and evaluation
€ Manages grant application and development process
€ Develops and manages an information dissemination system to relevant
external audiences that demonstrates VSA's impact, and that serves the
affiliate network

Qualifications

Must have at least two years experience in program evaluation as a core
responsibility. Masters degree required; statistical analysis and research
design expertise demonstrated through education and work experience. Must
have excellent organizational skills and proficiency with Word, Excel,
Databases, Internet, and other software. Excellent communication and
interpersonal skills. Must demonstrate the ability to read, understand,
analyze and draw conclusions based on research data. Experience in grant
writing preferred.



VSA
DIRECTOR OF PERFORMING ARTS INITIATIVES
NEW POSITION ANNOUNCEMENT
(to start July 1, 1999)

Announcement #99:04

Description: The Director of Performing Arts Initiatives is responsible for
programming initiatives that impact students and adults with disabilities
through the performing arts. The Director keeps abreast of legislation and
policy relevant to transition and employment for students and adults with
disabilities and develops programs and technical assistance supports
accordingly. The Director of Performing Arts Initiatives reports to the
Vice President of Programs.

Responsibilities include, but are not limited to:
€ Manages the programmatic elements of the Young Soloists and Playwright
Discovery Awards Programs, concentrating on pre-event and post- event
opportunities to enhance learning opportunities for entrants, finalists, and
winners
€ Develops internship opportunities for young people with disabilities
within the mainstream arts community
€ Expands VSA's Artists Registry to include performing artists, and serves
their technical assistance needs through a quarterly newsletter
€ Develops and manages an artist training initiative to prepare performing
artists for placement in school and community based artist-in-residency
programs that serve students with disabilities
€ Develops performing arts components of COCoA
€ Manages placement of performing artists at partner events for outreach
purposes
€ Provides technical assistance to affiliate network, particularly in the
area of legislation and policy relevant to transition and employment (SSI,
SSDI, Medicaid, Medicare, etc.)
€ Develops and implements opportunities for programs to be financially
self-sufficient through user fees, corporate and foundation sponsorship
development, etc.
€ Develops and maintains relationships with agencies and organizations
relevant to transition and career issues

Qualifications:
Successful candidate will have a minimum of 5 years of program development
and management experience. A background in the performing arts is
necessary. Candidate should have the ability to read and interpret federal
program and policy descriptions as well as legislation, and should have
either extensive personal or work experience with agencies and organizations
that support transition and employment, such as the Social Security
Administration, Medicaid and Medicare, Rehabilitation Services
Administration, etc. Excellent writing, editing and communication skills.
Ability to work under pressure and handle a number of tasks simultaneously.
Proficiency with Microsoft Office and other software as well as comfort with
Internet searching. Bachelors degree required; Master's degree preferred.
