As I recall, the Acumen article that Fred's piece follows up was written because I thought that many people are using line-breaks thoughtlessly nowadays. Line-breaks don't matter to them any more, it seems, yet they still use them. I don't know much about prosody, but I read Versification (refereed!) http://sizcol1.u-shizuoka-ken.ac.jp/versif/Versification.html It has extensive reviews of (for example) "Rethinking Meter: A New Approach to the Verse Line" by Alan Holder and a paper by Cureton.
