**APOLOGIES FOR CROSS POSTING**

Dear All,

The Centre for Competition and Regulatory Policy (CCRP) of City, University of London and the Centre for the Analysis of Risk and Regulation, LSE are pleased to announce their first joint Competition Policy Roundtable Table on the topic of "Financial & Financing Structures of Infrastructure Networks: Should Regulators be Active in Regulating These and, If So, How Far?" on Friday 15th March 2019. The event will take place at City's Northampton Square Campus in the Northampton Suite.

The 2019 first joint Round Table will be opened by CCRP's Director Dr. Xeni Dassiou and chaired by Honorary Professor Jon Stern. Professor Martin Lodge, CARR's Director will participate as a panellist.

Panellists
Professor Julian Franks, London Business School
Professor Martin Lodge, CARR, LSE
Cathryn Ross, Director of Regulatory Affairs, BT Group, Plc.
Thomas Sharpe QC, Barrister, One Essex Court
  Mary Starks, Executive Director, Ofgem

The meeting will cover such issues as:

* Should regulators be more active over the financial structures that regulated companies choose to adopt than they have been in the past and, if so, why?
* Should regulators be more active regulating the returns earned by regulated companies within regulatory periods than they have been in the past and, if so, why?
* Pre-2010, infrastructure industry regulators said that these issues were not of concern provided that regulated companies delivered on output, efficiency and cost targets. What has led to this view being changed? Does it mean the effective demise of RPI-X regulation?

Attached is a flyer for the event which also includes this booking link: https://www.city.ac.uk/events/2019/march/ccrpcarr-regulatory-policy-round-table

The event will take place at 11:00-13:00 in the Northampton Suite. Registration commences at 10:30 and the event will be followed by a networking lunch at 13:00. Please book as soon as possible to allow the University to have a clear number of attendees for catering purposes.

Please feel free to forward this invitation to colleagues within your organisation that you believe may wish to participate.

Looking forward to seeing you all in March.

Best wishes,

Xeni
