This is pretty much where my line of thought was heading. Remembering an Act Now piece from way back when that looked closely at re-uses of Council Tax data (here - https://www.actnow.org.uk/media/articles/Data_Protection_and_The_Use_of_Council_Tax_Data.pdf ), the penultimate parag on page 2 does seem a pretty clear statement of belief on the matter. There are provisions in the Digital Economy Act that now allow for local authority - held data to be provided to utilities companies, but not for the pursuit of bills - if LAs can't disclose in connection with debt-chasing, it's hard to understand how they'd be able to process it in-house to chase someone else's dues. Would be interesting to see the DPIA for such an enterprise.
