This is pretty much where my line of thought was heading.

Remembering an Act Now piece from way back when that looked closely at re-uses of Council Tax data (here - https://www.actnow.org.uk/media/articles/Data_Protection_and_The_Use_of_Council_Tax_Data.pdf ), the penultimate parag on page 2 does seem a pretty clear statement of belief on the matter.

There are provisions in the Digital Economy Act that now allow for local authority - held data to be provided to utilities companies, but not for the pursuit of bills - if LAs can't disclose in connection with debt-chasing, it's hard to understand how they'd be able to process it in-house to chase someone else's dues.

Would be interesting to see the DPIA for such an enterprise.

It is really ok that a public body that has powers to compel data subjects to provide data for the purpose of council tax collection can then be used to assist in the collection of private debts just because the council happens to have taken on that task? 
 
Would it be legal for the council to give this data to the utility company for the same purpose?
