Although not related to heart rate, but tying in with the discussion around brainfingers type interfaces, have you (Chris and Paul) considered trying the EMEGO (http://www.emego.co.uk/) with these clients? It is EMG controlled but I have had some successes with individuals with practically no observable movement, who still have some underlying muscle activity.

I have been in touch with these guys who produce a software platform that aggregates and visualises inputs from third party sensors. https://imotions.com/ Their technology brings together BCI, galvanic skin response heart rate eye tracking and combines it to support rsearch and development via an API. I was hoping that in all of that raw data one could identify a mode of switching that would correlate with intent in a timely manner.
That said the kit is about £10K and beyond the budget and academic rigor of a small FE college. I would be happy to collaborate in any way to drive this agenda forward as I am increasingly encountering individuals for whom our exiting arsenal of kit is not doing the trick.
