medieval-religion: Scholarly discussions of medieval religion and culture

In Robert of Flamborouh's Liber Poinetentialis, p. 264, there is a heading 'De illis qui balationes fecerint et se aleina forma mutaverint'

Si quis balationes ante ecclesias sanctorum fecerit, seu qui faciem suam tranformaverit in habitu muliebri et mulier in habitu viri, emendatione pollicita tres annos poenitentiat.'

What is going on here? It is in  a section about magical activities, and seems to be more than cross-dressing!
An educated translation would be appreciated!
