I would suggest that lots of people not born in the country of origin of a particular language can develop fluidity and indeed expertise about the grammar, diction, context, and lots of other factors about that language but they would still not be called a “native” speaker as that describes someone born in the country of that language. If I can use an example if I may, my father came from India and was a native Bengal speaker but lived in the UK for 45 years of his life and had already, before he arrived here in 1952, had a thorough grounding in English grammar to the point where he was able to teach me more, sometimes, than my native-speaking White British English Grammar teacher at my secondary school!!! My father was certainly fluent and that, I presume, is what Dr Sundari Anitha was referring to in her email below isn’t it?
