You can use WordPress a gallery plugin (or custom post type to create image objects with your own metadata) and a static site plugin like:
Gives you a full content management system and full control...
(and you can run it on a single standalone PC (with WAMP, MAMP or Flywheel) and generate the static files for uploading to your web site)
