WebPA is LTI compliant - there is an open source connector available at:

   http://www.spvsoftwareproducts.com/php/webpa-lti/

It currently uses LTI 1 and the Basic Outcomes service, and (optionally) 
the unofficial Memberships extension for populating modules with users. 
I already have code which would allow this to be upgraded to LTI 2 and 
should soon have the option of supporting the official Membership (Names 
and Role Provisioning service).  If anyone is interested in this then 
please let me know.
