I seem to recall that the company that produces HBSMR adopted the chronology set down in the MIDAS standards, a chronology devised jointly by what used to be English Heritage and the old Royal Commission on Historic Monuments in the 1990s (although I think that there was some ALGAO input). 

I suspect that the chronology had earlier origins, probably something to do with the way the two national bodies classified scheduled monuments. 

It can't be much of a surprise that someone from France finds it odd. Historical periods differ so much from place to place. AD 410, 1066 and 1538 will not be relevant there.
