Dear Michael,

Thank you for sharing your speech on political history of Nepal where you have very succinctly articulated the major political transformations or change that has taken place in Nepal over the last 100 years. I think many will agree with you on the achievements regarding the recent election and the establishment of federal structure that you have pointed out but at the same time many are very doubtful now  and don't think if  justice will ever be delivered to those who have suffered during the transition period. A recent example on freeing a murder convict by the current government is very worrying, at least for those who truly believes in rule of law and fair society.

I also made a short presentation at the embassy's Republic Day programme on 29 May, the text of which is attached for anyone who is interested.  

While I agree that the successful conclusion of the elections and the establishment of the new federal structure are achievements that deserve to be applauded, I think it is important also to record that there are still serious concerns about certain aspects of the new constitution and about the long delay in the provision of transitional justice.
