If they already have a decent camera, they might be better off using that money to get a copy stand and two lights unless they are looking at making really large prints. The benefit is not being limited by the a4 scan beds at that budget. 

Otherwise, it depends on their maximum scan size. I see that there are some 11000Xls on Amazon used within his budget (normally way out, 2000+ in the US) so that would be good as well if the sellers have good ratings.

An Epson Expression 1000XL seems to be de rigour for this. We have one and have seen them in quite a few other places too!  We also have a Epson V750 Pro. Both can use reflective for slides etc.
