Hello,

None of this via the UK federation if you both have to exchange
metadata with each other.

Ex-Libris appear to have a SAML entity (SP) per organisation, so some
are directly in the UK federation by Ex-Libris, which would means that
those organisations don't need to configure the Ex-Libris metadata on
their IdP (it would available via the UK federation metadata that your
IdP already consumes)

I guess you would still have to give them your IdP metadata (or the
components of that entityID, endpoint/URLs, Certificates).   Unless
they can use one of the UK federation metadata publication services..
