Health Policy Failures in the United States: What is Normal and What is "Exceptional"?

Despite wide agreement that US health policy is remarkably flawed, much discussion in US policy circles emphasizes failings that may not be so remarkable. Americans are working to 'pay for performance', 'integrate care', improve population health, and pursue other goals promoted by experts well beyond USA's borders. Joe will review the gap between expert aspirations and achievement, and discuss how US healthcare is becoming even more 'exceptional' in ways that policymakers have difficulty recognizing.
