Wonderful! I knew there must be a better answer.

This URL now does what I expect it to: 
http://cts.perseids.org/read/greekLit/tlg0012/tlg002/perseus-grc2/1.1-1.33 
(i.e. gives me whatever lines I ask for, not a predefined chunk).
