Many thanks to all of you for taking the time to get back to me. On the basis of your replies I am going to suggest that the devices should be viewed as a resource to be shared with other community groups and stick with the ipod shuffles!

In the long run, cheaper! They all come with earbuds so I just buy some disinfectant wipes to clean them before each use. People can use their own if they want of course.
