The best way to do this is to use the Privileges/Entitlement model built into Blackboard.
Assuming the tool is a building block, you should be able to check whether the user has the appropriate entitlement.

If you are using a servlet it can do this via an API call, if it is a JSP you can simply add an Entitlement check in the bbNG page tag.

However a student knowing the URL of the content can still access the page if they type in the URL manually.
