Francis Cheetham in his "English Medieval Alabasters" describes this as a variant of a Trinity image, with which I would concur.

Greetings all,
I recently ran across an illustration in Richard Marks, 'Image and Devotion in Late Medieval England' figure 124 on p. 179 of a statue of 'All Saints' in the Boston Museum of Fine Arts. It looks very much like a Trinity of Father holding Crucified Son, but there is no dove for the Holy Spirit and above the son a group of miscellaneous souls (including a bishop and king) are being held in the mantle of the main figure. I was unaware that there was such a thing as a statue representing 'All Saints', and am wondering how common this is?
