That's a R issue: you haven't given any of the variables of sp.data a name:

 > Data=structure(.Data=c(0.1, 0.2, 0.5, 0.2, 0.2, 0.8, 0.2, 0.4, 0.3,
0.2, 0.1, 0.6, 0.1, 0.5, 0.6), .Dim=c(5,3))

List of 3
  $ : num [1:5, 1:3] 0.1 0.2 0.5 0.2 0.2 0.8 0.2 0.4 0.3 0.2 ...
  $ : int 3
  $ : int 5

Try

|sp.data = list(y=y, N=N, TT=TT) |

You might also want to debug this directly in BUGS: I don't think you
mean dmnorm() for y (should be dnorm?), and you also don't define y[1,]
(i.e. the initial year). If you do this, use the BRugs package to write
the data (the order of indices are different, for historical reasons).
