I disagree Chris - storing URLs in your database can be a useful way to provide quick and easy access to data. The fact they change is something you just need to be aware of. I would suggest the issue here is more that Historic England should consider setting up a permanent URL (or DOI if that's appropriate?) for the NHLE - they've managed it for Pastscape, so it would seem appropriate for the more important List of Designated sites.
