If you do much of your spatial data preparation in ArcMap, then you can use an ArcGIS tool a colleague and I wrote to help create the adjacency and weight matrices.

Hi folks,

 
   I have a data set which has about 700 school districts with shape file;  could you help me create wight matrix which would be 1 if two districts are adjacent and 0 otherwize?
 
  I am a newbie for WinBugs.
