the LGCS schema it may be impractical to expect records managers to =

need its own bespoke metadata to capture the correct rule &#8211; =

The Information Officer will assist the Senior Information Officer in
collating and presenting information to respond to a wide range of requests
from internal and external stakeholders.  Requests include Parliamentary
questions and briefing requests from Government, Freedom of Information (an=

EIR) requests, Data Protection Subject Access Request and general enquiries
from members of the public.



The Information Officer will also assist the Knowledge and Information
Manager on a number of projects such as the promotion and compliance
monitoring of the MRC Open Access mandate, the development and promotion of
UKPMC as the MRC repository, the maintenance of the relevant pages on the
MRC website and Portal and future knowledge management initiatives.



Whilst the post is based in Swindon, some travel to the London office or MR=

units and institutes might be required.

Really good point. One other thing to remember is the need to ensure that w=
hat ever the trip reason (rule, date that starts the clock ticking) is used=
 actually  gets filled in. The more unusual the trip reason the less chance=
 staff ever fill it in.  For example The  date closed rule is a common one =
to use (it would fit in with your example) but is it very likely no one in =
the business will ever fill the date closed field in on the EDRMS. The only=
 way to use this rule is if the EDRMS is integrated with the line of busine=
ss (LOB) application and the staff actually fill in the date closed (employ=
ment ended, etc) as part of their normal work (it helps if someone is repor=
ting on number of the field use for quality or performance requirements).

A couple of examples of trip reasons I use are;
 children social care/education files and personnel files I use date of bir=
th. As date is entered when file is created you know when the file is to be=
 destroyed.
For Adult client files I use date closed - date automatically transferred f=
rom the LOB
Contract records also use date closed, but it requires work from the busine=
ss to do a little calculation when they create the folder (i.e. Date contra=
ct started plus number of years contract is let for, I also usually suggest=
 they also add in the possible extension period as they may forget to do th=
is in future) - The business unit staff also have the option to alter the d=
ate closed field (in case it is extended but they have not entered the date=
 previously)

Other standard type trip reasons I use are;
Date folder created
date  last document added into a folder (this is usually instead of a date =
closed rule, or counts as date of last action). This is probably the best o=
ne for use in an EDRMS as the last document/record added into the system is=
 the one that governs the retention.

 But at the end of the day you still need to create some additional rules w=
ithin the system to fit with what the business needs.

ve been discussing with my colleagues.<o:p></o:p></p>
<p class=3D"MsoPlainText">We have been discussing the implementation of an =
EDRMS based upon LGCS and the practicalities of initiating the rules that s=
urround the schema.<o:p></o:p></p>
<p class=3D"MsoPlainText"><o:p>&nbsp;</o:p></p>
<p class=3D"MsoPlainText">Imagine you have an area in the LGCS where you wa=
nt to implement an expiration rule e.g. LGCS ID3 - Adult Care Services &gt;=
 Carers&gt;Agency Provided Services&gt;Destroy 25 years after end of employ=
ment<o:p></o:p></p>
<p class=3D"MsoPlainText"><o:p>&nbsp;</o:p></p>
<p class=3D"MsoPlainText">I have argued that given there are 1039 entries i=
n the LGCS schema it may be impractical to expect records managers to input=
 each of these rules into an EDRMS.<o:p></o:p></p>
<p class=3D"MsoPlainText">I also argued that each node in the LGCS schema m=
ay need its own bespoke metadata to capture the correct rule &#8211;
<o:p></o:p></p>
<p class=3D"MsoPlainText">So in the example above you would need a metadata=
 field to capture 'end of employment' and then add 25 years to calculate th=
e expiration date.<o:p></o:p></p>
<p class=3D"MsoPlainText"><o:p>&nbsp;</o:p></p>
<p class=3D"MsoPlainText">Given that given there are 1039 nodes in the sche=
ma and that each one may need its own set of metadata, &nbsp;it may be simp=
ly too time consuming and expensive to setup all of these rules in an EDRMS=
.<o:p></o:p></p>
<p class=3D"MsoPlainText"><o:p>&nbsp;</o:p></p>
<p class=3D"MsoPlainText">My argument is that records managers may set rule=
s at a higher level e.g. Adult Care Services&gt;25 years after record creat=
ion<o:p></o:p></p>
<p class=3D"MsoPlainText"><o:p>&nbsp;</o:p></p>
<p class=3D"MsoPlainText">Could you possibly provide me with some advice/gu=
idance as to what is common practice/experience when setting up these rules=
 in an EDRMS and if you manage your records down to this level of granulari=

In a provocative set of remarks, Steve argued that the records management
approach to email has shown little regard for users and the survival of a
useful email record unlikely. He proposed an alternate way forward using ne=

Thanks for the link. I have put some comments on the site. I think there ar=
e some good points to consider, but at the same time, I do not think we sho=
uld surrender to a lack of filing.  Why are we not teaching, training or ed=
ucating staff about filing?  Why do we accept that the lack of filing has t=
o be accepted? I am not suggesting we drill down 15 layers into a file arch=
itecture, but simple rules of thumbs can be created that allow people to fi=
nd information and to organise emails.

I would argue, and put this to the list, that the problem with emails signi=
fies a failure of the records management profession.  By that I mean, if re=
cords management was alive in organisations (getting its message out and he=
lping staff to do their jobs) rather than being seen as a specialism or a p=
reserve of the few, it would (should) stop this proliferation of retaining =
emails "just in case".

Perhaps because I am a reformed email addict (I used to hold up to 5k email=
s on my system at any given time) that I can see the problem and speak so p=
assionately about it.  What helped me (this sounds like email anonymous sud=
denly) was understanding what a record is in relation to emails. For exampl=
e, many people are not aware that if they are CC in an email they do not ne=
ed to retain it or hold it.  They can delete it.  Simple rules like this ca=
n make a difference. Others are like the 4 Ds of decision making that can a=
llow us to manage the emails as work (Do, Delete, Defer, Delegate) (http://=

Here is an excellent records management decision flow chart from the Open U=
niversity for managing emails as records..  If staff worked through this li=
st, or turned it into an algorithm, it would save a huge amount of space an=

I am not saying this is a silver bullet, yet how many staff are made aware =
of these rules and these decision trees so that they can manage their own e=
mails?

At the same time, making staff aware of these rules and how to manage their=
 emails will pay dividends. Here is a question for the list. Do we spend as=
 much time instructing staff bout managing their information as we do about=
 managing their money?  If not, why not?  In many ways, the information is =
the money.  For a start, it would cut down on DPA fines (the largest so far=
 related to problems around e-mails) as well as e-discovery in litigation. =
 Instead, we ignore it and move on to something else or accept it.  Why?

Let's hear from those organisations that have a good email management syste=
m in place and how they succeed in this area.

I agree with Lawrence.  There's a bit too much chuntering on these days abo=
ut the rights of the "user" to do what s/he likes.  Let's get things into p=
erspective here - these "users" are employees of their organisations and as=
 such have a responsibility to manage information according to that organis=
ation's rules and standards.  That includes managing emails.  If the organi=
sation has no rules, then so be it - but that gap in information management=
 is setting up huge costs and business continuity issues for the future (no=
t to mention deliberate law-breaking where emails are retained en masse ind=
efinitely), particularly in relation to e-discovery, which as we all know i=
s becoming disproportionately expensive due to the quantity, and disparate =
locations, of the information to be trawled through.

Email management is just a part - though admittedly a major part at present=
 - of managing corporate information responsibly.  And the old records mana=
gement mantra still applies: the format and medium are irrelevant; it's the=
 content that matters.

Incidentally it takes about 5 seconds to save a business critical email int=
o its appropriate storage context (shared network drive, database etc).  It=
's our responsibility to educate employees on a) how to recognise what is a=
nd isn't business critical and b) how and where to physically store it so t=
hat it can be readily located whenever it is needed (as opposed to having t=
o wait until Fred comes back from holiday).

I am not saying this is a silver bullet, yet how many staff are made aware =
of these rules and these decision trees so that they can manage their own e=
mails?

At the same time, making staff aware of these rules and how to manage their=
 emails will pay dividends. Here is a question for the list. Do we spend as=
 much time instructing staff bout managing their information as we do about=
 managing their money?  If not, why not?  In many ways, the information is =
the money.  For a start, it would cut down on DPA fines (the largest so far=
 related to problems around e-mails) as well as e-discovery in litigation. =
 Instead, we ignore it and move on to something else or accept it.  Why?

Let's hear from those organisations that have a good email management syste=
m in place and how they succeed in this area.

the rights of the &#8220;user&#8221; to do what s/he likes.&nbsp; Let&#8217=

get things into perspective here &#8211; these &#8220;users&#8221; are
employees of their organisations and as such have a responsibility to manage
information according to that organisation&#8217;s rules and standards.&nbs=

That includes managing emails.&nbsp; If the organisation has no rules, then=
 so
be it &#8211; but that gap in information management is setting up huge cos=
ts and
business continuity issues for the future (not to mention deliberate law-br=
eaking
where emails are retained en masse indefinitely), particularly in relation =
to
e-discovery, which as we all know is becoming disproportionately expensive =
due
to the quantity, and disparate locations, of the information to be trawled =
through.

readily located whenever it is needed (as opposed to having to wait until F=

points to consider, but at the same time, I do not think we should surrende=
r to
a lack of filing.&nbsp; Why are we not teaching, training or educating staff
about filing?&nbsp; Why do we accept that the lack of filing has to be
accepted? I am not suggesting we drill down 15 layers into a file architect=

but simple rules of thumbs can be created that allow people to find informa=

are not aware that if they are CC in an email they do not need to retain it=

hold it.&nbsp; They can delete it.&nbsp; Simple rules like this can make a
difference. Others are like the 4 Ds of decision making that can allow us to

Having just read this pr=E9cis of Steve's argument I have to comment on the=
 inconsistency of placing the user at the centre of the operation, imposing=
 no rules on the way they use the technology, keeping all email so that the=
y don't have to practice any restraint and then expecting them to enter int=
o a vague social contract to 'be sensible what they send'.

I do think that if it's user rights all the way you have to assume they wil=
l send anything and everything (following their own 'essential nature') and=
 you will have to manage it all and if you give them to believe it will be =
kept then they will use it more.  Then when a user leaves, good luck using =
an email archive search function to pull together case files!

Perhaps controversially, I think (work) users generally want rules so that =
they know what they are expected to do - I'm not denying the usefulness of =
a searchable email archive or exploring the uses of other new technologies =
but I have found users also crave direction on how they are expected to use=
 technology.  Because they have a job to do and the vast majority recognise=
 the value of a 'system' and 'processes' in improving efficiency and teamwo=
rk.

Or I could just have worn down all the staff here so that they'll agree to =
anything :)

In a provocative set of remarks, Steve argued that the records management a=
pproach to email has shown little regard for users and the survival of a us=
eful email record unlikely. He proposed an alternate way forward using new =

You could try Northumbria University, I highly recommend this from a person=
al experience as I did my Masters in Information & Records Management (via =
distance learning over 2 years), superb support, technological infrastructu=
re and extremely high quality tutors who were always on hand when you neede=

Yes, it was an excellent article that pulled no punches in a completely
justified attack on the incarceration of publicly funded scholarship and
research behind profiteering paywalls. As Monbiot says, "... monopolising a
public resource then charging exorbitant fees to use it. Another term for i=

is economic parasitism."

The scale of the unpaid labour extracted from academics in the peer-review
process is also revealed in the recent House of Commons Science and
Technology Committee Report on Peer review in scientific publications:

non-cash costs of peer review, undertaken in the main by academics, is =A31=

billion globally each year. In 2010, a report commissioned by JISC
Collections brought together evidence from a number of studies. It conclude=

GHANA About 95 per cent of national records in paper form

Accra, Aug. 30, GNA =96 Mr Felix Ampong, Acting Director of Public Records =
and
Archives Administration (PRAAD) on Tuesday said about 95 per cent of
national records were being held in paper form.



He said the records also lacked the necessary buck up, in cases of fire
outbreaks.



He said although some of the records were being digitised, it was high time
State institutions were financially supported to take advantage of the
technological advancements to adapt to electronic records management.

            email they do not need to retain it or hold it.&nbsp; They can

            us to manage the emails as work (Do, Delete, Defer,
