produce one?
I am assuming the HER21
information was looking at this in part, but I don't recall seeing anything
since the projects have finished.

Hi,
The HER 21 scheme
summary document said,
"English Heritage in
partnership with the Institute of Historic Building Conservation and the
Association of Local Government Archaeological Officers has developed a strategy
for HPR compliant HERs that was implemented in February 2010 and will continue
to 2015, subject to funding being available."
I'd therefore
assumed 2015.
