As I understand it, there is no reason why the connections should be symmetric.

Imagine a village connected to a city, with the road network being the tracks. FSL is setting cars on the road and letting them follow the "road" network in random directions (in the case of dwi data, constrained by the bending of the roads). It might well be that many more of the cars from the village end up in the city, than vica versa, because the city is connected to many more locations than the village is.
