To whom it may concern, http://www.internal-displacement.org/vacancies CONSULTANCY: Media Advisor to Develop Media Kit for the Kampala Convention PERIOD: 2 Months – Starting as soon as possible but no later than 15 August 2010 LOCATION: This consultancy can be carried out from any location provided it offers good internet access Background and scope: The Internal Displacement Monitoring Centre (IDMC) of the Norwegian Refugee Council (NRC) is the leading global monitor and an important advocate for the rights of internally displaced people (IDPs). IDMC’s online database at www.internal-displacement.org provides comprehensive information and analysis on the situation of IDPs displaced by armed conflicts and violence in some 50 countries, with regard to their rights under international law, as restated in the Guiding Principles on Internal Displacement. The database was set up in 1998, following a request of the UN Inter-Agency Standing Committee. Kampala Convention: In October 2009, the African Union adopted the Convention for the Protection and Assistance of Internally Displaced Persons in Africa, also known as the Kampala Convention. The Convention is the first regional instrument in the world to impose legal obligations on states in relation to the protection and assistance of IDPs, and its adoption has been widely recognised as an historic achievement. The Convention addresses different causes of internal displacement, including displacement caused by armed conflict, human rights violations, natural disasters and displacement caused by “projects carried out by public or private actors”. The Convention also addresses the different phases of displacement: it places obligations on states to protect people from arbitrary displacement, to provide protection and assistance to IDPs during displacement, and to seek durable solutions for IDPs. As part of IDMC’s larger project on the Kampala Convention, IDMC is developing a media strategy with the overall objective of raising awareness with the general public (including IDPs) in AU member states about the Kampala Convention. The creation of an easy access media/press kit will be one of the first steps to implement the media strategy. Purpose of the consultancy: The purpose for this consultancy is to develop and publish online, and promote a media package for partner organisations, consisting of information about internal displacement in general, the Kampala Convention, and country-specific information for each of the countries where our partner organisations support media projects. Outputs: • Online media package with information on different aspects of the Kampala Convention. • Suggestions for journalists on how to develop stories for written media, radio or TV on internal displacement and the Kampala Convention. • Outreach to partner organisations to introduce them to the media package. • Framework for ensuring that the media package remains up to date, with a timeline for appropriate steps to be taken. Resources and management: The consultant will report to the Head of IDMC and will liaise closely with the NRC media advisor. Qualifications: • Demonstrated knowledge and experience in the field of forced displacement. • Experience of working with the media in Africa. • Demonstrated effective and strong writing skills. • Knowledge of and experience with different kinds of internet publishing tools; knowledge of html/java script is desirable but not required. • Basic skills of photo editing tools such as photoshop etc. • Demonstrated excellent drafting and editorial skills, and proven ability to communicate sensitively and effectively across different constituencies. • Demonstrated ability to form strong relationships with clients and external actors such as media organisations and journalists. Education: • Advanced university degree in communications, international relations, development studies or other relevant social sciences. Can be compensated by work experience in communications/journalism. Experience: • A minimum of 2 years of professional experience in communications, journalism, or online publishing/journalism. • Experience with planning, creating, publishing and promoting online content • Demonstrated experience of developing online media kits/information material for the press • Field experience with NRC or other humanitarian or development organisations will be an asset • Demonstrated planning and organisation skills to effectively corporate strategic communications plans and ensure timely delivery of results Language Requirements: Fluency in English; knowledge of other AU working languages (Arabic, French and Portuguese) is desirable.
