Which part of Herodsfoot was this on?
I assume you have done a literature search, all the documentary evidence I have come across points to Herodsfoot only using water power prior to the 1840's when the first steam pumping engine was put in. Of course this doesn't rule out an engine being used at an earlier date, & there may be something in newspapers prior to that date.
