From what I recall, and without looking this up, any person who can show that they have a legitimate interest in obtaining the details of the registered keeper of a vehicle can, on submission of their justification, proof of their identity, and the requisite fee, obtain that information.  I believe that just have to assert the legitimacy of their interest.

I may be misremembering this.

NCP being who they are no doubt regularly request such information from the DVLA so to them it was a normal request. One would hope that if it was Joe Bloggs who queried the details of a car that was parked quite legitimately outside his house, but to which he objected would not be given the information.

Relatedly, I have received a parking 'ticket' from NCP based on data supplied by the DVLA (I told them to bug off, seeing I wasn't even on NCP land, but just outside their car park, and they did drop their efforts to relieve me of £70 or summat similar).

Nonetheless, I found that incident a bit worrying from a privacy point of view.

What next? Could I get on the DNA database and then have my DNA details sold to my (potential or current) life insurers? Yeah yeah, a joke, but a serious point here.
