About the LCO
To extend the legislative competence of the National Assembly for Wales to make new laws for Wales by Measure in relation to the promotion and delivery by local authorities of cultural services and activities across Wales.

WELSH ASSEMBLY GOVERNMENT - CADW

Heritage Tourism European Funding Project
The Assembly Government is managing a project to develop Heritage Tourism in Wales. The project is largely funded by the Welsh Assembly Government and from EU Convergence Funds and will help maximize the economic value of heritage by increasing the number, length and value of visits to Wales. The project will also help open Wales's outstanding heritage to a wider audience by making it more enjoyable both for visitors and for people who live in Wales. 

Cadw will be working with communities, heritage partners and the tourism sector across Wales to improve the visitor experience and provide a more integrated range of heritage tourism activities by, for example, developing heritage tours, trails and events packages. The intention is to connect individual heritage sites with other heritage attractions and with the local community and the surrounding area, as well as to link to broader interpretive stories and themes.

Funding announced to restore some of Wales' historic buildings
Scolton Manor, Bethlehem, Haverfordwest, Pembrokeshire
Scolton Manor is an excellent example of a complete late Georgian style country house of 1840.  It has near-intact original interiors with its fine stone cantilever stair being of particular note.  Grant of £27,000 offered towards a scheme of works to restore the historic exterior of the building.
Sir Henry Jones Museum, Llangernyw, Abergele, Conwy
The Museum is housed in the Sir Henry Jones memorial cottages in Llangernyw which are of historic importance as the birthplace of Sir Henry Jones and of architectural importance for their character as a fine pair of 19th century vernacular cottages.  Grant of £3,600 offered towards the re-pointing and lime washing of the exterior of the cottages.

MUSEUMS LIBRARIES AND ARCHIVES COUNCIL

Museum Action Plan - Building on the work of the independent Review of Renaissance, the MLA has developed a National Action Plan for Museums.
Leading Museums, A Vision and Strategic Action Plan for English Museums, charts a future based on the museum sector working together to three objectives - Supporting Excellence; Promoting Partnerships and Building Capacity.

London Museums Hub Volunteer Training Bank
The London Museums Hub Volunteer Management Project is working to support museums across London with volunteer involvement.  One of the needs that was identified by the Hub was the provision of basic training for volunteers in museums.  The project has successfully provided a programme of free training for volunteers and the training materials developed are now available to download here for museums who want to run their own in-house training.

Delivering local priorities
A research study commissioned by the MLA provides valuable evidence of the role museums, libraries and archives can play in meeting Local Area Agreement (LAA) targets. 
The study identifies the contribution of the sector to the outcome of the 2008 LAAs. It provides a useful analysis of how museum, library and archive services best become strategically engaged, and the barriers that get in the way. The report highlights how museums, libraries and archives contribute most to the achievement of priorities of building stronger communities; children and young people; and promoting adult health and wellbeing. It shows 70% of upper tier local authorities are using libraries to deliver their local priorities through LAAs and Sustainable Community Strategies; 57% using museums and 17% are using archives.

Renaissance Review
An independent review has endorsed Renaissance as the most important intervention in English non-national museums since the Museums Act of 1845. The £300m invested has helped transform the regional museum sector and boost visitor numbers. The work of the Review has paved the way for MLA's National Action Plan for Museums, which maps out a future where excellent regional and national museums work together to put people at the heart of museums, and museums at the heart of communities

MUSEUMS ASSOCIATION

Trevor Walden helps with professional development 
From a survey of national art museums in the Nordic region to a fundraising skills course: all made possible by the MA's Trevor Walden Bursary, said the MA's Museum Development Officer Charlotte Holmes. The bursary, which receives applications in March and September each year, is open to all candidates working towards their Associateship of the Museums Association (AMA); the aim of the bursary is to advance the education and training of museum and gallery personnel.

Governance Review: have you got something to say? 
The Museums Association is asking its members to respond to an online consultation into the future of its governance. All members are encouraged to respond with ideas and suggestions for a new structure and process. The Association is now seeking the views of its members. This consultation period will end with a session at the Association's 2009 annual conference in London and final changes to the Association's constitution will then be put to the 2010 Annual General Meeting for approval.

ASSOCIATION OF INDEPENDENT MUSEUMS

Volunteering in Independent Museums
Is there anything new to say about volunteers? Well, yes there is.
 Volunteers represent a quarter of independent museums' incoming resources (£108 million a year). There are 107,000 of them representing 8,000 full-time jobs and their contribution to independents is three times larger than to other museums. Yet the volunteers of the future will not "be like us" and museums need to wise up to their changing aspirations.

GOVERNANCE

The law is changing to protect children and vulnerable adults.
From July 2010 all new employees, those moving jobs and volunteers who want to
work with children or vulnerable adults can register with the ISA through the Vetting and Barring Scheme. From November 2010, all new employees and volunteers who want to work with children or vulnerable adults must be ISA-registered. Until they

HERITAGE LOTTERY FUND

HLF to pump additional £7.3million into heritage skills 
The Heritage Lottery Fund (HLF) has announced that it is to invest an additional £7.3m to support a wide range of specialist skills and training opportunities within the heritage sector. This will deliver up to 1,000 paid training opportunities for people seeking a career in heritage and will include specialist skills ranging from horticulture to conservation and web design.

Code of Practice for Collections Management
Collections Trust and BSI British Standards have published a new standard for the management of cultural collections in archives, libraries, galleries and museums.
PAS 197: 2009, Code of practice for cultural collections management, provides recommendations on the provision, implementation and maintenance of a collections management framework and has been designed for use by organizations of any size and complexity. <http://www.collectionslink.org.uk/news/004912.html>

New pest identification poster
English Heritage and the Collections Trust have announced the publication of a new guide to identifying pests in cultural heritage organisations.

A Helpful Guide to Insect Pests found in Historic Houses and Museums is an update to the original English Heritage pest identification poster, first published in 1999. It includes a selection of the insects most commonly found in museums and historic houses in the UK, and provides guidance on the damage they can cause.

Rhys Jenkins (1859-1953): Links in the Life of an Engineer, Patent Examiner and Historian: Seminar, 29th September, Cardiff
This year marks the sesquicentenary anniversary of the birth of Rhys Jenkins and this event looks at the range of his engineering experiences as one of the pioneers of industrial history and a founder member of the Newcomen Society. From the industrial landscape of Neath and Llanelli he worked for a succession of engineering companies, mostly engaged in the manufacture of agricultural machinery, before entering the Patent Office at the age of 24. His time here provided the perfect environment for researching his growing interest and study into the history of engineering and technology, much of which would be taken forward in his retirement.

Training from RNIB - Access to Museums, Galleries and Heritage Sites for people who are blind and partially sighted
Are you are working towards 2012 and beyond to ensure access for the two million people in the UK with sight loss? RNIB offers one day courses to support your organisation to make your buildings and collections accessible. Changing your approach can increase visitor numbers and will benefit all who visit.

Who should attend? Front line staff from galleries and museums who need to develop the knowledge and skills to change practice in order to make the visual arts environment accessible to blind and partially sighted visitors - and potential visitors. Arts charity reporting
Continuing with its series of example public benefit reports, the Charity Commission has now produced an example report for a fictional arts charity operating a theatre and arts centre. It shows how reporting on public benefit sits within the existing structure of the trustees' annual report, and how these reports can be adapted to include public benefit reporting.

Accounting and finance
A new online charity accounting toolkit is now available from CIPFA (Chartered Institute of Public Finance and Accountancy). The toolkit is designed with the smaller voluntary and community organisation in mind. The new toolkit is a web-based learning aid produced in partnership with BPP Learning Media, and designed for treasurers, workers and volunteers in small to medium sized charities.

Company formation
From 1 October 2009 the rules for forming a company will be simplified, with online incorporation and, for the first time, a full set of model articles for companies limited by guarantee The Companies (Model Articles) Regulations 2008 come into effect on 1 October 2009 and include model articles for a private company limited by guarantee. These reflect all relevant Companies Act 2006 changes, and can be used either for setting up a new company after 1 October 2009, or for amending the articles of an existing company. However these should not be used for charitable companies. Charitable companies which wish to amend their memorandum and articles now should take specialist legal advice or use the Charity Commission's model Memorandum and Articles. 
Charitable companies that want their articles to fully reflect the October 2009 changes in company law should wait until the Charity Commission's and/or Charity Law Association's revised models are available later in the year.

Visitor Attraction Quality Assurance Scheme - Core criteria and quality guidance booklet
This booklet (revised 2008) has been produced as part of the Visitor Attraction Quality Assurance Scheme (VAQAS). It is designed to be one of a number of tools available to
attraction operators that can be used to enhance quality and spread best practice within the sector. The format of this booklet follows the 'visitor journey' from aspects of pre-arrival to arrival and first impressions, to the attraction, including advice on presentation and interpretation. Sections on toilets, catering and retailing are included and at the back of this guide is a selection of composite case studies. These illustrate best practice being implemented to enhance the quality of the visitor experience. Meeting the VAQAS core criteria, which are highlighted in the guide, should be achievable by all well run attractions. The challenge is to create a quality of visitor experience that makes an attraction distinctive.

Saving Britain's Past
Saving Britain's Past explores Britain's changing attitudes towards heritage over the course of the twentieth century, focusing on key 'moments' that precipitated change and debate. The subjects of the seven programmes in Saving Britain's Past are a starting point for exploring some of the key questions and debates surrounding Britain's heritage that arose during the second part of the twentieth century. The programmes form part of the course materials for the new Open University course Understanding global heritage (AD281). Although we do not yet have a final transmission schedule, the first programme appears likely to go to air during the week of 24th August. Please check your local guides for more. Historic Environment: Policy and Practice
The Editors, Editorial Board and Advisory Committee of the Historic Environment: Policy and Practice issue a Call for Papers for this new journal, to be published by Maneys.
We welcome papers that wish to explore all aspects of the historic environment, however that might be defined, with a view to developing new approaches and exhibiting best practice. We welcome contributions from across the globe that can bring fresh perspectives to the study of the historic environment. We particularly welcome contributions from practitioners as well as those from the academic community.
Contributions should be in the region of 3000-6000 words long, to an upper limit of 10,000 words. The Culture and Sport Planning Toolkit is a practical source of information and advice for all practitioners involved in culture and planning. For the first time, this toolkit brings together a combination of existing and new tools to incorporate planning for culture and sport into new and existing developments.

The Cardiff Story Newsletter - Spring
The collection expands: We've had an incredible response to the public appeal campaigns we've run in the South Wales Echo and Capital Times over the past few months. To date, over 200 offers of donations have been made to the museum.
The team expands: ...Rachel Carney joins us having just finished an internship at Oxford's Ashmolean Museum of Art & Archaeology, while Mari Lowe has recently completed work as Project Officer at the Manchester Histories Festival.
Charity Registration: The Cardiff Story Development Trust has received agreement to register as a charitable trust from the Charity Commission. The Trust was established in January to raise funds to match the £1.75m already committed by Cardiff Council. Achieving charitable status is a huge step towards gaining the additional funding needed.

Highbrow guides to historic sites rewritten to woo masses
English Heritage, whose properties include Stonehenge and the site of the battle of Hastings, is to launch an "intellectual access" programme designed to knock down "intellectual barriers" - such as commentaries that assume prior knowledge of historic events.
It is to simplify explanatory material to ensure it does not exclude visitors who come from uneducated backgrounds. Complex phrases will be replaced by simple words, while references to historical figures and events will be explained so visitors with the reading age of a 10 or 11-year-old can understand them.
