Here in Manchester (which is one of the pilot areas), the Local Authority are
effectively system owners. If we in the Primary Care Trust receive an SAR,
we have agreed to forward it to them for action but will discuss at teh time.
This is in line with DCSF guidance. I've not (yet) researched the statutory
basis for this.
