The various Roman pontificals do not seem to provide explicitly for translation of relics.  However, Durandus's pontifical has several blessings that would be appropriate for such an occasion:
    "De altaris consecratione que fit sine ecclesie dedicatione" (ed. Andrieu, Studi e Testi 88, p. 478-498), which would be applicable when the new relics were given their own altar.
    ""De benedictione capsarum pro reliquiis et alii sanctuariis conservandis" (ibid., pp. 529-531), when a reliquary was provided for the new relics.
