We don't have specific guidance either.  When departments have lunches /
dinners they are really just parties albeit with the seasonal trimmings.  In
our department we don't send each other Christmas cards.  Instead, we collect
what we might have spent on these and make a donation to a local charity.  I
think other departments take similar approaches.  

That said, our Chaplains hold a number of events during Advent which focus on
the religious message of Christmas.  Everyone in the university community is
invited, of all religions and none.  The Chaplaincy also sponsors events to
observe Diwali, Hannukah, and festivals from other religions.  Again,
everyone is invited to attend, and this open invitation approach seems to
work well.

I don't celebrate Xmas personally but am not offended if someone sends me a
card, although I do not send Xmas cards myself.  My colleague who is a
Jehovah witness is generally not sent Xmas or birthday cards as he's made it
clear he does not wish to receive them.
