Ministerial powers in the Civil Contingencies Act apply to planning (I.e. absence of an incident) as well as the incident itself

Surely in an emergency, people need to share any data they think they need to and worry about the Data Protection implications later? I have heard (possibly apocryphal) stories that the emergency services did not share data quickly enough during the London terror attacks because of concerns about Data Protection, which is ridiculous.

It's one thing to worry that the Government might be attempting to gather too much information (that's a reasonable debate to have), but in an emergency situation, valuable time should not really be spent fretting about data sharing. If I was rung up in the middle of the night, I would say "do it, it's fine, trust me" and put the phone down, whatever I was asked. Would anyone seriously contemplate saying 'no'?

The Cabinet office have published two documents recently, the first is a guidance on data sharing for emergency planners and responders and the second a short two pager on the main issues
It is important that all those of us dealing with data sharing across the board are aware of what is going on as we never know when an emergency might occur. Also in some areas those organisations with emergency planning teams have a 24 hour contact with the data protection expert so that advice can be given in the event of an emergency.

The handouts are available on the uk resilience web site or can be downloaded from the NAIM web site at www.NAIM.uk.net.
