It seems to me that up2date is just a gui for the native tools onf the distro i am maybe wrong about rhel4 native tools.
But your part about bad handling the arch of apt is right and it is the main reason why sl pass to yum.

It is the choice made by redhat using native tools is a good idea.

RedHat only switched to yum at RHEL5, the native tool for RHEL4 is
up2date. Of course RHEL is based on fedora and the native tool there
is yum for a long time now (apt support was dropped ages ago since
it didn't support x86_64 correctly at that time).

The standard pkg manager for SL(c)4 is yum but this wasn't a RedHat
choice obviously.
