GRADE: MLA Grade A

SALARY: 41,400 to 53,200 per annum

CURRENT LOCATION: Central London

DURATION: Two year fixed-term contract

JOB DESCRIPTION

Main purpose of the job

To lead the MLA Partnership’s 2012 policy, strategy and business development and implementation programme ensuring that museums, libraries and archives have an integral and recognisable role in the delivery of the Cultural Olympiad. To lead national and regional advocacy campaign to put sector at heart of planning for 2012 culture programme by DCMS and LOCOG:

Specific responsibilities

Lead development and support the delivery of the MLA Partnership sector offer (comprising core activities, projects and targets for museums, libraries, archives and regional agencies) for the Cultural Olympiad:

            • Developing business planning for 5 key programme areas: ‘Living Archive’, ‘Official Record’, ‘International Exhibitions Programme’, ‘Information Hubs’ and ‘Literature and Story-telling’, including identifying key partners, delivery models, funding mechanisms and evaluation methodology.

            • Identify funding and inward investment needs and develop fundraising strategy and plan for implementation.

            • Scope capacity building needs within the sector to deliver the 5 key programme areas

            • Deliver and/or broker capacity-building and modernisation within sector, particularly for workforce skills, volunteering, marketing, and accessibility.

            • Embed legacy aims for 2012 within MLA Partnership programmes and activities

            • Support, monitor and evaluate delivery of the MLA Partnership offer across the sector.

 

Lead the MLA Partnership’s contribution to the Museums and Galleries Group, developing the business plan and delivery for the International Exhibitions Programme:

            • Development of business model, content and delivery structure

            • Brokering of regional participation and international relationships

            • Promotion of programme aims and activities

            • Business planning and delivery

            • Managing programme budget

            Advocacy and Stakeholder management, in particular liaison with DCMS and LOCOG

            • Management of International Exhibitions Programme

Manage MLA Partnership 2012 activity, including

            • Chairing MLA Partnership 2012 Development Team

            • Supporting MLA’s regional agencies

            • Drafting and presenting progress reports as appropriate to Executive Board and Partnership Strategy Group

 

Represent and act as an advocate for the MLA Partnership and the sector at a range of stakeholder and representative bodies in line with direction from the Director of Policy and Advocacy including:

            • working closely with LOCOG, the Olympic Development Agency, DCMS and the GLA as well as other government departments and cultural agencies to ensure the sector is represented and included in the 2012 Cultural Olympiad;

            • responding to suggestions, queries and PQs as required;

            • acting as a powerful advocate offering a compelling vision for the present value and future worth of the sector and providing national leadership for the long term transformation of museum, archive and library services;

            • working with international partners to further policy development and build on best practice;

            • representing and promoting the work of MLA Partnership through presentations at conferences and other meetings;

            • leading on and contributing to working parties, steering groups, projects funded by external funders and other meetings.

 

Ensure effective stakeholder management, identifying and building effective working relationships and maintaining the involvement and buy-in of key stakeholders to support sector development and delivery including:

            • funding bodies;

            • the sponsor department (DCMS) and other relevant government departments;

            • professional bodies and delivery organisations;

            • relevant local, regional and national bodies including organisations in Northern Ireland, Scotland and Wales;

 

Ensure effective people management by:

            • prioritising work and managing day to day operations effectively;

            • leading the policy advisers, providing clear direction, motivation, coaching and mentoring, guidance and development to ensure continuing improvements in capability and performance;

            • ensuring that the team builds and maintains effective relationships with external providers and manages them effectively.

 

Ensure effective financial management by:

            • identifying opportunities for funding and bids to increase resources for the sector;

            • preparing and presenting business cases;

            • presenting bids for funding to external bodies in writing and orally;

            • drafting budgets and spending profiles for projects;

 

            monitoring performance against projections and taking appropriate remedial action.

Contribute to the broader strategic work of MLA Partnership through the corporate planning process and involvement in organisation-wide working groups as required.

The post holder, as a term of his/her employment, may be required to undertake such other duties as may reasonably be required of him/her commensurate with his/her level in the organisation.
