Perhaps in Michel Mollat, The Poor in the Middle Ages: An Essay in 
Social History, Yale U.P., 1978, who argues that decreased tolerance and 
increased regulation was the usual civic response to public poverty in 
the later M.A.
(Here in Melbourne street people are being offered paid accommodation 
during the Commonwealth Games next month; they will be put back on the 
streets when the tourists are gone. It's an image thing.)
