CCTV in the street acts as a deterrent (honest, ask any local authority CCTV
manager) and crime prevention is included in the purpose.

Obviously, since CCTV was invented, crime figures are dropping at the same
rate as cameras are installed.  Street crime must be almost non existent by now.

Besides, you can always shop from home - it's not as if your e-mails, phone
calls or letters will be monitored in the same way as a trip to the town centre
stores. ;-)
