Technology transfer licensing agreements currently benefit of a block exemption (= safe harbour) if certain conditions are met. The Commission proposes a number of changes to the block exemption that will reduce the regulatory burden for companies, while ensuring an effective control of agreements between companies holding significant market power. The new approach must be seen in combination with the modernisation of the European Union's enforcement rules for antitrust which will come into force in May 2004. The winners were presented with the Grand IST Trophy for 2003 by Erkki Liikanen, European Commissioner for the Information Society, Dr. Lucio Stanca, Italian Minister for Innovation and Technologies and Pasquale Pistorio, President and CEO of STMicroelectronics and Chairman of the IST Prize executive jury. ---------------------------------------- NEXT I.S. The exhibition will be open to the public from September 23 during 3 weeks. It will be held at the Information Resource Center (IRC) of DG INFSO.
