	Commission proposes new safe harbour for the licensing of patents and know
	how (3/10/03)
	The European Commission is seeking comments on changes to the competition
	rules applicable to the licensing of patents, know how and software
	copyright. Technology transfer licensing agreements currently benefit of a
	block exemption (= safe harbour) if certain conditions are met. The
	Commission proposes a number of changes to the block exemption that will
	reduce the regulatory burden for companies, while ensuring an effective
	control of agreements between companies holding significant market power.
	The new approach must be seen in combination with the modernisation of the
	European Union's enforcement rules for antitrust which will come into force
	in May 2004. The new regulation is proposed to cover not only patent and
	know-how licensing but also software copyright licensing.

	Grand IST prize awarded to three innovative Information Society Technology
	products (3/10/03)
	Today, on the opening day of IST 2003 in Milan, the three Grand
	Prize-winners of the European IST Prize were announced.  The winners were
	presented with the Grand IST Trophy for 2003 by Erkki Liikanen, European
	Commissioner for the Information Society, Dr. Lucio Stanca, Italian Minister
	for Innovation and Technologies and Pasquale Pistorio, President and CEO of
	STMicroelectronics and Chairman of the IST Prize executive jury.

	First exhibition on future Member States organised by Information Society

	DG INFSO is organising a series of presentations on the future Member States
	and the first exhibion will be on the Czech Republic.It will start on
	September 22 and will be opened by Mr. Fabio Colasanti, Director General of
	Information Society, and Mr.Pavel Telicka, Ambassador of the Mission of the
	Czech Republic to the European Communities. The exhibition will be open to
	the public from September 23  during 3 weeks. It will be held at the
	Information Resource Center (IRC) of DG INFSO.
