I can report that much the same exists in the East Midlands.  At my school
several posts across the curriculum and at different levels have met with a
poor response and in one case no applicants for Head of CD.  We still use
the TES but over the last three years that we have monitored our staffing
appointments nearly all the applicants already live within the East Midlands
or more specifically within 45 minutes driving time.  This is also true of
NQTs.  People don't seem as prepared in the past to move areas.  Anyone in
London and the SE with a property would be able to buy a near mansion here!
