Do you have a reference for this? The major production facility for phosgene
for filling British shells during WWI was in France, but I've seen
references to approval for the creation of at least one other site. I can
supply some PRO file references and a contact name for someone who should be
able to help identify any production facilities in the UK. It's the long way
round for answering the question though ......
