The SPM is created from the fMRI data, so has the same voxel size as that
data. If you change the normalisation default voxel size and renormalise the
data then you can create SPMs with smaller voxel sizes. But beware of too
much sub-sampling: the spatial resolution of the functional data is
ultimately constrained by the resolution at which that data was acquired
from the scanner.
