In that case it suggests that either the key or the secret (or both) are not the same in both systems. Since you have confirmed the secret is the same, perhaps check the key. In particular check you do not have any leading or trailing spaces in either value on either server.
If that fails to solve the problem, try changing the launch URL in Blackboard to "http://ltiapps.net/test/tp.php" and the secret to "secret" and see if that launches OK. If so, that eliminates the server time on the Blackboard server being the cause, so I would double check the server time on the WebPA server.
Do you have multiple application servers for Blackboard? If so, ensure you check the time on each one, or at least the one you are logged into.
Which version of the webpa-lti module are you using?
