I believe Don did a good job in explaining that.
One thing is a perceptual system that facilitate the extraction of
ambient information structures from the flow of radiant sensory data.
Another thing is the cognitive thinking system of processes that connect
these structures to all kind of meanings and metaphors.
In my humble ignorance of gestalt, I see it as a conceptual construction
of the latter system rather than a construction of some natural laws.
