EXCLUDED FROM THE LIBRARY?
New Libraries and Visually Impaired People

A one day executive briefing organised by The Library Association to be held
at Library Association Headquarters, on 19 July 1999

As the Information Society unfolds, with its ever greater dependence on
networked information, often using a mix of text, video, graphics and audio,
there is a real danger that people with a visual impairment may be excluded.
The visual content of web pages, for example, may be crucial to an
understanding of their content. How can we ensure that someone who is blind,
or has another kind of visual impairment, can access, read and use such
information sources?

The RNIB estimates that one in 60 of the population of the UK is blind or
partially sighted. With the growing emphasis on lifelong learning and
access, all libraries need to ensure that the full range of their services
can be accessed by all users. This Executive Briefing will help provide
libraries and others with an overview of current developments in
accessibility and will provide pointers to likely future developments.

The Executive Briefing is based upon research carried out by CERLIM (the
Centre for Research in Library and Information Management at Manchester
Metropolitan University) in the Resources for Visually Impaired Users of the
Electronic Library (REVIEL) project.

REVIEL has laid the groundwork for a National Accessible Library Service
(NALS), which would draw libraries from all sectors into the provision of
accessible, hybrid (traditional and electronic) services. Based on
co-operation between all sectors, and drawing together national expertise
with local delivery, NALS would be a major building block for inclusive
services.

Experts from the REVIEL Project, from the EC funded Pilot Interlending
Project (PIP) and from the National Library for the Blind, will present
information on how visual impairments affect access, on how libraries can
become more accessible and on the opportunities new technologies offer.
