I suspect that one reason for the shortfall is the change of funding
regime for residence abroad. For one thing it is complex - and that
in itself puts people off. But it also discriminates against
assistantships.
Students on a full-year SOCRATES/ERASMUS exchange pay no fees, but
will receive a small ERASMUS grant. Students on assistantships or
other work placements pay £500 in fees and receive no ERASMUS grant.
The institution receives 1 FTE funding for students on full-year
SOCRATES/ERASMUS exchanges, but - and this is a change - others are
reclassified as sandwich and the institution receives only 0.5 FTE.
So what are instiutions going to encourage?
The DfEE is aware of the problem: I raised it specifically at a UCML
meeting, and the UCML itself has lobbied on the issue. The response
was: we have no evidence there's a problem!
Make sure any comment is copied to DfEE and UCML.
