There is a very good site containing all Telecommunications
law, resolutions and draft legislation at

including a Green paper on a Numbering Policy for Telecommunications COM (96) 590
which may be what your enquirer meant.
DG XXIV's page is still up and running as DG Health and
Consumer Protection - it probably has the best set of links
for consumer policy.
