The second educational summit to address how excellence in higher
education may be defined and achieved in the twenty-first century.

CONFERENCE AIMS

It is the aim of this second educational summit to:

1. expand the agenda discussed at the first summit held in Tours, France
in 1998, and enable strategic managers to reflect on others experiences,
share best practice and explore ways of meeting the needs of Higher
Education.

2. explore how various national and international environments combine
with a diversity of institutions to create a need for redefining
excellence in higher education.

3. identify and debate strategies which institutions can or have applied
nationally or regionally to redefine excellence and/or respond to the
environments that will be faced in the twenty-first century.

In pursuit of these aims, the conference will bring together executives
from all areas of higher education. They will include strategic
planners, industrialists and policy makers from diverse global cultures
and backgrounds. Through a combination of keynote presentations,
action-based workshops and feedback sessions, they will enhance
international awareness and foster global networking by sharing their
strategic visions of the future.

CONFERENCE STYLE

The first summit attracted a diverse audience of Chancellors,
Presidents, Rectors, Vice-Chancellors, Vice-Presidents, Deans and other
senior managers and administrators from over 100 institutions and 35
developed and developing countries.

To continue the inclusive and supportive discussion characterised at the
first educational summit, participants are requested to develop their
contributions in the following forms:

1. discussion papers on controversial topics, new approaches, innovative
ideas, revision of old approaches, etc.

2. case studies to be used to stimulate collaborative discussion on the
approach to particular issues, best practice, etc.

3. discussion groups, panels, interactive sessions, posters, etc.

4. interactive multi-media sessions, innovative and participative
processes.

While formal presentations of papers are discouraged, papers prepared
for this educational summit will be published as part of the -Global
Educational Summit- series.

CONFERENCE STRUCTURE

The conference will concentrate on the contribution of the participants
supplemented by input from keynote speakers and open forums.

The following five tracks will be offered, with each track focusing upon
approaches toward and/or factors affecting the pursuit of excellence in
higher education in the twenty-first century.

1. The Entrepreneurial Approach

The need  for institutions to be more proactive in developing new
programmes.

The need for institutions to take commercial risks and invest in
innovative projects.

The need for institutions to diversify and develop new income streams.

The need for institutions to develop appropriate management styles,
systems, and structures in an entrepreneurial environment.


2. The Inclusive Approach

Widening participation, including gender, race, social class, income
group, age, etc.

Widening participation-a challenge to elitism as a traditional
perspective of higher education-the need for a radical review of the
structure and role of institutions.

Teaching and learning in an inclusive environment, curricula for
differing/mixed groups-addressing cultural diversity.

Access of knowledge, technology, leading-edge research, educational
practice, etc.


3. Collaboration and Partnership

Collaboration or competition-collaboration for survival.

Partnerships across geographical, philosophical, responsibility,
cultural boundaries.

Collaboration with constituent groups- the growing role of the
institution as a community resource.

Corporate partnerships, corporate universities, differing stakeholders.

Merger, take-over, across global boundaries- the global university.


4. The Global Student

Distance learning- the distance learner on a global campus.

Ownership of the student, transferability, credit transfers,
international accreditation, universal academic standards, recognition
and acceptance of national awards, levels.

Market-based educational provision, predatory competition for students,
ethics and responsibility, rights and responsibilities.


5. The Role Of Research

The role and function of research within the institution- the same or
different.

A vehicle for redefining excellence in higher education.

A task for all or a specialised assignment for some.

Supported through the budget or through newer funding streams.

Key research needs for the new millennium.

Creating a culture for collaborative research.


One session will be devoted to each track, a session being a morning or
an afternoon. The key points, issues and elements from the presentations
will be summarised and offered for informal discussion and debate in a
conference forum at the end of each session.



The Exhibition

An integral part of the summit will be the exhibition which will run
alongside the conference for its duration


Who Should Exhibit

This exhibition will be a valuable opportunity for those organisations
concerned with the advancement of higher education who wish to extend
their contracts, attract new clients, develop new business opportunities
or raise the profile of what they do to key players within the
educational arena. It is anticipated that the following types of
organisations would find exhibiting beneficial:

Technology and Communications Companies
Educational Suppliers
Research Organisations
Overseas Development Agencies
Publishers
Research Organisations
Airlines
International Travel Organisations


Opportunities for Sponsorship

This prestigious conference has a number of opportunities for
organisations who wish to support it through sponsorship. Examples
include the opportunity to sponsor a social event, delegate packs, a
lunch, sponsor specific speakers or offer prizes for paper
presentations.


Criteria for Abstracts

General Information
1. The deadline for receipt of abstracts is 1st November 1999.

2. Please submit your abstract with the name and institution of authors
to:

Please specify the lead author.

3. Abstracts may be sent by mail, e-mail or fax but must also be
submitted on 3.5 inch floppy disk using Microsoft Word version 6 (or
lower) or in MS DOS text format.

4. All submitted abstracts will be considered by an international panel
of reviewers.

5. Acceptance or rejection of abstracts together with instruction for
presentation will be notified to the lead author at the address given.

6. Abstracts must be submitted and presented in English.

7. Authors should state whether they prefer to present their paper as an
oral communication, poster or video.

8. Original contributions on the topics outlined in the conference
announcement are welcomed.

9. All presenters must register for the meeting and pay the conference
registration fee.


Instructions for preparing abstracts.

1. Abstracts should be organised as follows:
Title- a short and specific title which indicates the objectives of the
paper in capitals.
Authors- the authors names (surname then initials). Please underline the
presenting authors name(s)

2. Abstracts should be no more than 300 words. (Excluding title,
author+s name and organisation)

3. Please use Times New Roman (12pt) text font.



The Venue and Location

The Lord Charles Hotel and Conference Centre is conveniently situated 30
minutes from Cape Town and 20 minutes from Cape Town International
Airport. It is a five star hotel offering first class personalised
service, and excellent accommodation and conference facilities.
